The impact of IVA (VAT) increases in Spain from 1st September 2012 means that on average, a family would be less approx. €415 per year spending money. The non-French property owners of a second home in France will be faced with a charge of up to an extra €1,850 annually.  A second home or apartment is no longer exempt from the 15.5% social security contribution hitherto paid only by the French nationals themselves.
